In ten years, with never more than twenty thousand men, he took three cities: Goa (1510) to hold the Malabar coast, Malacca (1511) to close the spice route, Hormuz (1515) to strangle the Persian Gulf. Appointed second governor of India in 1509, Afonso de Albuquerque understood before all others that a maritime empire holds not by armies but by straits. He made Goa a Portuguese capital in the East, took Malacca after a four-month siege against a city ten times more populous than Lisbon, and seized Hormuz, hub of the pearl and horse trades. Between two conquests, he signed a treaty with the Ming emperor of China and sent the first European embassy to Peking.
Recalled to court in 1515 by a jealous king, Albuquerque died at sea in sight of Goa, the city he had made. He left behind an impossible system: an empire without colonies, reduced to a handful of citadels commanding an immense sea. That system, known as Estado da Índia, held for almost two centuries — until the Dutch, in their turn, mastered the art of the bolt.
