After decades of civil war and the Khmer Rouge genocide, Cambodia was on its knees. The Paris Peace Agreements, signed on October 23, 1991, paved the way for an unprecedented intervention: the United Nations Transitional Authority in Cambodia (UNTAC). With 22,000 civilian and military personnel from 45 countries, UNTAC was tasked with supervising the ceasefire, disarming factions, demobilizing combatants, repatriating refugees, and organizing the country's first democratic elections in May 1993.
Despite relative success in organizing elections, UNTAC's mandate was fraught with challenges. Political tensions persisted, disarmament was incomplete, and the country remained plagued by corruption. The massive influx of foreign personnel, combined with widespread poverty, created fertile ground for the development of human trafficking networks, particularly involving women and children.
