His goal was to create a unified socialist society, destroying traditional urban and rural structures to replace them with uniform apartment blocks and monuments to his glory. Bucharest, the capital, was the first victim of this megalomaniac vision. The 1977 earthquake, which severely damaged the city, served as an ideal pretext to accelerate this demolition process, under the guise of reconstruction.
The most emblematic project of 'systematization' was the construction of the Casa Poporului (House of the People), now the Palace of Parliament. To build it, an area of 7 km² in the heart of Bucharest was razed, displacing over 40,000 people and destroying countless historical monuments, monasteries, churches, and synagogues. Thousands of families were forcibly relocated, their cultural heritage erased. The Palace, the second-largest administrative building in the world, symbolizes both the dictator's excessive ambition and the suffering of a people.
