In the 7th century, North Africa, under Byzantine rule since Justinian's reconquest, was a wealthy but restless province. The Exarchate of Africa, a semi-autonomous entity, was led by Exarch Gregory, a powerful dignitary. Displeased with Emperor Heraclius II's religious policy and tax pressures, Gregory declared himself independent around 646, moving his capital from Carthage to Sufetula (Sbeitla), a more defensible inland city.
This secession occurred as the Caliphate's armies, freshly victorious in Egypt, began their expansion westward. In 647, a Muslim force led by Abdullah ibn Sa'd confronted Gregory's Byzantine troops and Berber allies at Sufetula.
