This unique geographical situation created a vertical city with impossible alleys, but made the city vulnerable to floods from the Guanajuato River. The floods of 1760, 1780, 1905, and 1958 marked urban history with repeated destructions.
Julio de Montemayor, an engineer trained at the Massachusetts Institute of Technology, proposed in 1953 the boldest solution in Mexican urbanism: build a 4-kilometer underground tunnel system to permanently divert the river and simultaneously create a unique automobile circulation network. The works, completed in 1963, transformed Guanajuato into a two-level city and saved the UNESCO colonial heritage.
