The transformation of Kororāreka into Russell in 1840 marked a turning point for New Zealand. After decades of disorder and violence linked to whaling activities and the absence of law, the signing of the Treaty of Waitangi and the establishment of British authority gave the town capital status. However, this attempt to impose order was short-lived. Land tensions, cultural conflicts, and Māori resistance, notably from Chief Hone Heke, quickly led to clashes.

The 'Flagstaff War' of 1845, where Hone Heke cut down the British flagpole on Flagstaff Hill four times, is a symbol of this resistance. The town was largely destroyed during the Battle of Kororāreka and lost its capital status to Auckland. Russell was later rebuilt, but its history is intrinsically linked to this tumultuous transitional period between colonial anarchy and the attempt to establish a nation.
