Founded in 1860 as a military outpost, Vladivostok quickly evolved into a crucial port city for the Russian Empire, and later for the Soviet Union. Its strategic role on the Pacific designated it as the headquarters of the Pacific Fleet. During the Cold War, the city became a Restricted Access Zone (ZATO), a city closed to foreigners and even many Soviet citizens without special permits. This period of intense secrecy transformed Vladivostok into a military stronghold where civilian infrastructure mingled with underground naval facilities and coastal batteries, making the daily lives of its inhabitants intimately linked to the imperatives of national defense.
