Benidorm is not what you think

Before the towers, there was the Balcón del Mediterráneo — a rocky promontory between two beaches where a fishing village had lived since the 14th century. The Church of San Jaime atop the promontory, and the alleys of the Casco Antiguo below, recall that era. The 1956 Plan General de Ordenación Urbana, signed by Mayor Zaragoza, made Benidorm a unique case in urbanism: it imposed verticality (tall buildings) in exchange for wide public spaces and accessible beaches. The result is a density comparable to Manhattan — but with the Mediterranean as its horizon.

From fishing nets to skyscrapers: Benidorm's transformation

The first mention of Benidorm dates to 1325, when Admiral Bernat de Sarrià obtained the village's founding charter. Fishermen built their houses around the Church of San Jaime, on the promontory between Poniente and Levante beaches. For six centuries, Benidorm remained a modest coastal village living off tuna fishing and agriculture.

In 1956, Pedro Zaragoza, an ambitious young mayor, had a revolutionary urban plan approved. Instead of the horizontal sprawl disfiguring the Costa Brava, he imposed vertical construction: towers had to be spaced to let sunlight through, and 60% of each plot had to remain open space. The Vespa episode is legendary: Zaragoza rode to Madrid to obtain Franco's permission for bikinis — and made Benidorm Spain's first liberal beach resort.

The result, seventy years later, is a skyline of over 300 skyscrapers — the densest in the Mediterranean. But the Casco Antiguo, with its 14th-century alleys, tapas bars and Gothic church, survives intact amid the towers. Benidorm is a case study in world urbanism — and an ideal playground for an investigation.
